Do we need Business Central to use this?

No. It posts into Business Central and NAV natively, but it will feed another ERP too. Plenty of plants adopt it before they migrate, and keep it afterwards.

How is this different from Industrial Automation?

Industrial Automation is the broader sensor-to-ledger layer, with OEE and alerting. This is the direct PLC connectivity underneath it. Many plants run both; some only ever need this one.

What can it capture besides counts?

Batch parameters (temperature, pressure, speed, cycle time), whatever the process is judged on. That is what makes a batch record defensible a year later.
